Browser-local processing; up to 30 MB total. PDF text tools read at most 40 pages and do not preserve visual layout, reconstruct tables or recognize scanned text. HEIC decoding depends on supported codecs and available device memory. Target-KB compression produces a JPG at or below the budget, not an artificially padded exact byte count; it may reduce dimensions.
